there are two existing coal railways between PRC and Mongolia, as the blue lines on the map, second picture is what it look like last November just after it reopened.

the railway you are talking about is circled in red on the map, work was started around June last year, 20 million tons capacity annually, it suppose to finish with in half year, and yet I can't find any news about the progress.
