No ramping is good, up or down.
The thing is most of the downramping is the facts, no funding, poor communication etc so it's not really ramping it's just facts that people can't handle.
On the other hand most of the upramping is purely speculation with people clutching at straws taking a bit of this and a bit of that and trying to piece it together into something. If it was something then the company would have announced it.
