Just to be cynical for a moment the retail element of the CR is fully underwritten so the company gets the money anyway. As we know the amount of shares traded is relatively low so if the underwriter wanted to get a bigger allocation at 21c which would be difficult to buy on market without spiking the SP it would be beneficial to them if the SP traded below the CR price to discourage participation by Joe Public.
