Is it actually a flaw if the licence hasn’t actually expired?
If we applied for a driving licence renewal 4 years into a 10 year licence, why would they waste time to approve and process it? Sometime in the next years, we could become incompetent to drive but still have a licence for the remaining 16 or so years, requiring even more waste of time to alter the licence. (Kind of different situation but kind of similar as things can change with exploration licences that may alter the outcome of approval, rejection)
