That's a sensible position for anyone to take in terms of assess risk/reward . There is no doubt enduring risk with delays and approvals given it's Thailand and deadlines will continue to be missed.
There will also be risks in re-financing on better terms given the above.
However, there were NO "promises" or "failure to deliver" rather indicative timelines base on best and latest available information. From my observations every effort is and continues to be made to get to FCF and extinguish debt.
