I haven't seen evidence to indicate that OFAC will be circumvented. Despite the repeated years of the UN having significant majority vote for US to remove the sanctions against Cuba, the yanks don't care.
Its no different to the UN majority vote against Israel's invasion of Palestine. Again, yanks happy to be the lone wolf against a stark majority.
Murika does what Murika wants.
Having said that, I'm more than happy to be convinced otherwise.
