Suuuuuuuurely that's not how they operate, though? Just waiting to finish the next step on the project that's last on the "recently updated" list, when there are projects higher up which are ready to go, but need to wait their "turn"?
If so, it would at least explain a hell of a lot of the delays and shithousery that this organisation is responsible for..
