The "drought-proofing" they refer to is that the energy generators provide a steady cash flow to farmers whose land they are using.
This is helpful for farmers to financially survive bad harvest years - such as during droughts.
Pretty simple concept and I'm sure it's been discussed here before when considering agrivoltaics.
Many farmers love the idea. The Nationals would love it too if they were actually representing farmers and not spending all their time chasing coal donor money.
