whilst we may not need 'fuel excise' ----------- we will need road maintenance whilst we have roads
it probably wouldn't take a lot of thinking to have EV's pay for the road maintenance - some kind of pricing system - where people get paid for the use of the power of the EV as a storage device, but, when it uses it's power or kms - the price is adjusted and the difference goes to road maint. etc..
I imagine that home or work regular charging places could be smart metered - and even for just standard plugs in the wall - whatever they are, and wherever they are - the EV itself could have a smart metre in between the wall and the car - so, the car is a travelling business - as long as people come out on top - or lower their running costs of the EV - people would participate in that.
IMO, it would be technically easily doable - just putting it together would be what's needed.
It could and would be a much fairer system than registration fees as it is - because a car is charged at a set fee - no matter if it does 20 km a year or 20,000 km a year.
Where I am there is no registration fee - it's all in the fuel. It's much fairer than otherwise.
