Wireless has many limitations , lower speed , lower bandwidth , the more users the slower it goes , range etc etc
The best technology available is fibre and the limiting factor is what is connected to the fibre not the fibre itself.
Im not advocating wireless as the replacement. I am advocating continuing with the way we have been progressing with private enterprise which has taken our speeds from 56K to 30Mb plus in a matter of just a few years without any cost to the taxpayer and provided quick and affordable solutions. Sure spend some money on encouraging further infrastructure such as upgrading fibre to centralised areas.
You seem to take it as an all or nothing affair. The fact is you do not need to spend $43bill to get to world calss standards. But this government who is known for their wastage has taken this misleading vote-getting view that we should scrap all our current infrastructure and replace it no matter what the cost, no matter how it affects the ability to spend on other services such as your (here and now) health and education needs.
