He was signaling that legal have examined the ALP's options & they have a 'loophole' to finish PEP11 permanently, if they follow the correct procedure. Hence the delay.
If Albanese was given advice that he was unable to stop PEP11, he wouldn't make such public statements that would eventually leave him with egg on his face. I have no legal opinion myself, I'm just following the politics. I think it's over.
