I think it's the simple fact that Aussuper (17% holder of SYR) allows its stock to be borrowed out to short sellers for a fee (via its custodians).
TLG does not have a large strategic insto investor like this on its register like SYR does. As far as I can see short sellers have borrowed every single insto / passive fund share they can in TLG and SYR
