All car manufacturers still have to meet the rules of the country where their vehicles are sold. Most non 3rd world countries have laws determining the maximum average fuel consumption of that manufacturers passenger car fleet which become stricter as the years roll by. If a manufacturer wants to sell big fuel hungry SUVs (and people still want to buy them) they are going to need to sell plenty of EVs to balance them out. In the past a manufacturer could just buy credits from say Tesla whose vehicles didn't have any direct emissions but that little revenue earner for Tesla has closed off and all manufacturers have to stand on their own now.
