Scaggs - the commitment letter regarding inspection prior to loading UF6 to the NRC is HERE
As you can see from the above GLE are operating the TRL/6 "test loop" under license SNM 1097 which is actually to GNF (Global Nuclear Fuels) - the Wilmington site owner. This license has recently upgraded to allow enrichment levels up to 8% (see HERE). In the GNF letter to the NRC there are some interesting slides. It would appear that the test loop at Wilmington is currently licensed to produce samples up to 8% enrichment.
