What can't you understand. Labor has been in for the last two years that RH has been advertising the MS1051 has a good chance of passing with the so called extra work they have done across the board. Labor re- assigned the DeepYellow (Vimy) extension. It doesn't say in those announcements that it has to be the Liberal party only for it pass.
Yes it's open to interpretation and if Labor say no we not signing then we know RH has put in an effort and it failed. But at least he tried. Then you know 100% that you have no chance or they give you some other BS reason.
But if he doesn't try it means with 100% he has put in the announcements the bit about the MS1051 to mislead the public and SH knowing full well he was never going to give it a shot.
And that is what it looks like.
