Whoever the "delegate" is, should this be the case, then it is totally dependent upon whether they understand the narrow parameters and contexts they are working to in making their ( or parroting whoever ) decision.
This cant be allowed to.be amateur hour despite everything pointing to just that.
I actually think the Gov is 'frozen' in its ineptitude.
