A few things to note,
Concept/Schematic Design(SD) is complete, they are moving into Design Development(DD). In Design Development you will often have some deisgn and construction(D&C) guidance from the construction companies that would be expected to tender and build the job.
You can start getting early pricing in SD, so I would not be too worried about the tendering process.
Puzzled, Modular usually refers to the construction being assembled in parts or sections. Usually large elements are built offsite(Prefabricated). This should allow for a relatively quick construction time frame.
I'm sure they will be able to take this design and replicate regardless. They will take the best parts and refine on each building that is created from here on.
As was mentioned, the longest lead times are manufacturing and medical equipment. This can often be upwards of 6 months.
