I disagree with you. The minister is still bound by the Act, there is PROCEDURAL LAW that governs the validity of any request to the department for an extension. As we saw with Mark McGowan's 2017 labour victory, where he was forced to own the 4 Liberal Govt Approvals...LAW matters mate. It is above politics.
It is up to the CEO and the board, together with their legal council to make the case.
