APAC have a blocking stake at 21%. Unlikely anyone is going to try and take this over without agreeing something with APAC first.
Agree with your other point on minority shareholder activism here though. I'd be willing to band together with anyone else that would be interested to force some greater transparency from the board, and push them to put in place a buyback.
