Also, they are limited on how many shares can be bought back by the total level of shares traded in any given period. If you look at buybacks vs total shares traded over say a week, buybacks are usually around 10 to 15% of the total. They are not allowed to significantly increase the share price by the actions of the traders in charge of the Buyback. So, BSL buyback levels are restricted by the lack of shares being traded.
