While I don't lament the passing of Osama bin laden or an Iranian Guard General they were killed on the order of a US president.
No trial or court, just his say so.
So it appears a US President can have people killed.
In the same way it seems the Russian President can have traitors or dissidents killed in London.
The UK law allows the Secretary of Defence to have people killed without trial.
As Tom Jones said, "Its not unusual".
