It highlights the fact that they are not yet capable of manufacturing the chip, simple as that. There is no absolute timeline now as it is not known whether they will be able to correct the issue that was causing the stress which may of coure require a chip redesign. So they are effectively in limbo and at the mercy of the fab's.
