They have included the proposed issue of the placement shares and the associated options in a single "proposed issue of securities" form - this is quite normal. There is only one date in this form so they couldn't provide separate dates for the placement shares separate to the options. The same is true of the directors shares which were not issued on the 6th of Feb but also included in this proposed issue. The "proposed issue date" is just an approximate date - most of the time the issue will not happen on this exact date. ~30% of the time it will not even happen in the "proposed" month. This document does not represent a timetable (not to be confused with the "proposed issue timetable").
