@r3s0urc3 does the above look like the work of a government that will kneecap their pro-mining agenda with the ILO 169?

From a recent 2023 paper:

"Issues regarding land use is something that often is applied as anargument against ratifying ILO 169. Several motions from the Swedish parliament state that aratification of ILO 169, and a change in the law to strengthen rights of reindeer husbandry,would instead lead to a constraint to the landowner’s rights. This is not only a threat to andviolates the right to land owning, but also creates an obstacle for regional and rural policy."

The ILO 169 dates back to 1989 and still failed to be ratified during an apathetic time when Europe was comfortable offshoring its mining. What are the chances of this happening now when mining critical minerals is clearly back on the agenda?
