    There are still a lot of grey areas here that have not been addressed.

    Telstra might like to pull out its copper but until such time as everyone is on Voip this may not be possible. Legally there are requirements for 000 access etc. The NBN only connects to the outside wall, not everyone will be willing to pay for the internal equipment or connection so copper access will be around awhile yet. Telstra may be compelled to keep it going longer than they want.

    Since telephony will be via Voip after fibre is connected everyone will lose their phone numbers, this won't be popular.

    The only way I see this working out is if everyone is compensated enough to keep them quiet. This means existing suppliers will be over compensated for their fibre, Telstra will be over compensated for their copper lines, we will have subsidized plans to encourage take up. this all = massive over capitalisation all on the public dime.
