Not so. The fibre can carry both voice and internet as separate signals. You do not have to use VOIP.
In any case there are a lot of VOIP customers out there today that have standard old number ranges. It's just a number translation at the exchange.
I work in the industry so am probably a bit biased towards the NBN.
