When looking at production vs sales
their production this Feb was less than the sales achieved where as last year they produced more than they sold for the month of
looking at a prior posters comment there was an impact from CNY falling in Feb this year where as last year was Jan.
the facts are saying they are selling more than they made of rthe month so it looks like a more, "they didn't make enough" over a "they didn't sell enough"
