Nor does the ASX make laws, or the government for that matter. An act or rule etc, etc, does not have standing in law until it has been through all avenues of the courts. Long and complicated, but to surmise, in one area, the teleccommunications act is largely untested by the courts, therefore there is still a hell of a lot of grey to play in.
