Because future shareholders don't want to put money in due to the fact the PPSA isn't signed (Zimbabwe is the biggest pill to swallow as if IVZ was in Australia it would be 1b MC by now) and also they know they will be diluted continuously as Scott has already done numerous times. Unless you get a cornerstone investor it's better just to wait in the sidelines for the next few months until flow testing
