She will never step foot onsite or leave head office and will all be controlled by email, see it all the time.
Technical is about thinking, look, see, understand, implement change, this is why in any business you have your most experienced make difficult decisions.
Employing people for roles like this is just costly and an opportunity to blame someone else.
Means current management don't know how to deal with the on ground issues.
