My interpretation is that we'll get on average 40% of our request with allocations skewed towards larger holders at the record date (e.g. if person A and person B both applied for the full $30K but Person A had 1,000 shares at the record date and person B only had 100 shares then person A would get a larger allocation.
How much larger, not sure. This is just my interpretation based on the shares they're allocating divided by the shares that have been applied for.
