Once the bussines is fully functioning, a CEO will probably be required.
An operational mine requires two sides, production and maintenance.
A CEO in a functioning mine, if not also bussines building, is there to keep balance of energy between production and maintenance.

As for announcement of payments....the BOD are only human, I imagine a majority thought it was necessary to announce every payment...then soon after, for whatever reason, they most likely realised it was only necessary to announce in quarterlies.

Either way, the ship is sailing steady until it is not.
