This isn't an announcement pushing the U, as such.

It's supporting information for the informal open tender process with said above parties to learn more about the Heavy RE and Au-Ag-Sb. And the U. Mostly the RE. And maybe the U; theoretically.

The obvious (more likely?) target parties could be someone/s interested in the HRE and willing to stick at it for the long haul.
