You got to have capital to put your plans into production. ECT has a piss poor history of announcing something, spending some available funds on it, not completing it then announcing something else.

Yalhourn HQ office block,
Land at Yalhourn Power Station to do 'something',
Partnership with Graphenex that was to supply infrastructure,
The Panasonic fuel cells that, who the hell knows where they are,
A production train to produce the hydrogen, fertiliser and chemicals from the lignite,
A kiln that was either part of the full production train or just making char for 'offtakes' but never seems to be erected,
Now 'rubbish to energy'

I think they managed at least to refurbish the gatehouse at Bacchus Marsh in between squeezing out some lignite sausages but that's about the total extent of their progress.
