XI is very concerned in growing the manufacturing structure that uses REE magnets. A while back I When NdPrO was between 500 &550 RMB WV I calculated the total Revenue from REEO to Chinese economy. At that price it was 0.02% of GDP, It is much smaller to day with NdPrO at 350 RMB. I know it is tinny, so I do not calculate its contribution anymore.
JMO XI does not care what REE prices are! What he cares about is preventing competition from getting a start. and growing his manufacturing using these magnets where he controls the base materials. Again, JMO, REE prices will remain low for a long time.
