The Carbon Free Power Project (CFPP), a plan to build a nuclear power plant with smr's used a subscription model.
Municipal utilities initially agreed to purchase a percentage of the eventual plant output and fund the same percentage of capital costs.
After a couple of project price rises some utilities decided to use clauses in the contract that allowed them to back out.
IIRC they could invest in existing generation technology if they want to at a cheaper price.
So the smr project never got to construction phase.
Not uncommon for new ideas to fall over prior to the construction phase due to risk.
Maybe they will revisit the project if one eventually gets built and price established.
