The suggestion for "network tolling" seems reasonable though. The ideas behind it to get a fairer, simpler system seem like a good idea and overall the idea seems to be to reduce average toll prices.
But I wonder on the practicality of getting any of these recommendations through even if it sounds broadly like a good idea. Due to the politics of the winners vs losers and some paying less while others pay more
