    Only 14 percent (or 33m shares) of the stock is held outside of the top 20 shareholders.

    Because of the newly implemented dividend policy shareholders could be receiving interim and final dividends going forward. This could lead to the top 20 sitting tight.
    I don't know how the maths works on 14 percent of the stock being available for turnover.
