idk, even FL got a decent premium when they placed Mitsubishi. WR1 should do even better, and ideally wrapped in a deal between the strategic and federal & provincial govts, ie subsidies for their downstream investment. The strategic could then tie their downstream investment to the condition that Quebec govt would help get the road permitted and built ahead of schedule (because it would be essential for their operation if they partner with WR1.)
