Part of the problem is the Aboriginal activists involved, keep telling aboriginals that their culture is is better than western culture. So this places them in a dilema, whereby they continue with the old ways in a society and where 97% of the population participate in a fully developed western economy.
Having a foot rooted in two disparate cultures / societies, means that outback aboriginals do not engage fully with either culture. If they want to be fully engaged in the Australian way of life, they need accept the fact that education outcomes, meaningful jobs, viable housing solutions, health and dental facilities, will never be available in remote communites.
It's a tough reality, but I believe that is the major part of the problem. Aboriginals that haved moved to the larger urban areas seem to have success. eg. Noel Pearson, Charlie Perkins, Neville Bonner, Jacinta Price, Warren Mundine, Linda Burney etc. to name a few. IMHO.
