When you take those suggestions and convert into a 50 State matrix, it becomes quite a lot to keep track of, doesn't it ?

It would actually be more complex if individual Counties in those States don't have uniform policies and procedures.

Gee, if only they had some Federal co-ordination, single voter registration database etc etc.
