Those timelines are only credible if the track record has a history of things being achieved.
Tech & IP is a funny thing, if it's good there will be a demand for it naturally. Some company somewhere in the world will licence it. Producing a commodity also comes down to being priced effectively for offtake.
Nobody in Japan jumped to sign offtake, nobody in 10-15 years wanted to licence the IP and it expired in "key market". The plant is located in a jurisdiction where burning coal will attract every environmentalist in the state to go insane.
