As explained in Perth, Skywater was an IDM, with limited IPs for its own specific needs, before opening up as a Foundry, open to anyone.
As an IDM, they had a limited stock of IPs, suitable for their known SOCs..
IMO, customers went to SKF specifically for Weebit ReRam fabrication for their SOCs, but SKF did not (yet?) have a full library of IPs - things to 'bolt-on' to the chip to customise the customer's System-On-a-Chip, things like bluetooth, WiFi etc
So, in answer to your question, @Mooetan, it's probably these prospective customers that are now approaching DBHitec, as it has a bigger library of IP.
