So, according to this article quoting the energy secretary ,the recently approved $2.7 billion for leu/haelu can't be used for enrichment due to wording in the bill untill a bill banning russian enrichment is passed.
A presidential order would also suffice, but is less desirable.
As far as I believe, the bill has passed the house and has almost unanimous support in the senate, but was held up by Sen Cruz in protest for an unrelated matter.
