You really need to do some basic 101 geochemistry reading before making comment. These are soil sample assays, not pegmatite assays. In other words, assays of soil where lithium has leached into from proximate sources. Soils are typically in the ppm range, even for proven commercial pegmatite orebodies where some ( minimal) leaching into soils has taken place
