High tides in sync with a storm surge account for a good 90% of those “seen inundations”.
Tidal fluctuations are not new, the bulge in water at the equator has been a constant since the earth has had oceans just as the Poles and equatorial regions have significantly higher tides than the Mid Latitudes.
By the way, tidal fluctuations are affected by more than just the Moon.
