Exercising your options means converting your options to shares for 3 cents. Which you wouldn't do because they would immediately be worth 0.7 cents.
I'm assuming your broker means selling your options which is a different thing. The options are worth not much at present on market.
You can buy shares on market for 0.6-0.7 cps on Monday if you want to participate in the capital raise. I think Monday is the last day cum-entitlement as Wednesday is the record date.
