Putin was informed of the attack within minutes and directed the response it was reported.

It took 55 minutes for the response to arrive and another 20min before they entered the building.

The attackers all managed to escape to be captured later.

If that all proves to be correct it's difficult not to assume it was another 'state' organised massacre designed to bolster Putin's power to wage war.
