The demand for HALEU is dependent on the emergence of SMR's which are being held up by regulatory delays so they may see HALEU as too risky at this stage. The terms being offered by the US may not have been enough to justify the risk. The may also think the US will favour Centrus as a US owned supplier.
Of course their decsion only rules on HALEU for now.
It will be interesting to see who puts their hand up for HALEU in the short term.
One thing is for sure. This ratchets up pressure on the US to come up with a source of supply to replace the Russians if they really want to replace them.
