Notwithstanding the fact that you don't know if it's the same entity doing all the trading, it seems to me based on this that they are following the price rather than "pumping/dumping, i.e they are buying high and selling low.
As TONSTRIL pointed out, you're just ignoring all the newsflow (in that case, hopes of a hefty TAFTA settlement that got dashed when it got postponed indefinitely) and seeing price action in a vacuum.
IMO your focus on market manipulation is obscuring the very real issues that that company has faced/is facing. I believe the stock offers a compelling risk/reward here, but potential new investors should be aware of the risks and not think that the stock would trade at 2+ if only the pesky manipulators stopped their nefarious actions.
